Storyline

The W.H.A.L.E. (Warrior: Hovering Assault Launching Envoy) hovercraft is in for repairs at a seaport when Destro and Firefly make off with it. The Joes give chase, but the two Cobra agents escape their grasp as Destro and Firefly head next towards Springfield on a stolen fishing boat. In Springfield, the Commander introduces his new supreme soldiers: the Crimson Guard, Cobra agents who can disguise themselves as normal persons, acting as sleeper agents for the Commander.
