Not sure if artist Papp modeled the cartoonist in this tale after himself. No photo of Papp is known to exist. KC - This is no longer true: <https://comicvine.gamespot.com/george-papp/4040-43722/>. Given the age difference, there is a certain resemblance between the photo and Hal Harvey's image, most noticeably on panel four of page three.

Storyline
After Aquaman, arrogant Phineas Pike is probably the world's leading authority on marine life, and tells everyone loudly and at length. He helps the hero locate the base of a gang of kidnappers. Aquaman discovers that, despite his vast knowledge, Phineas cannot swim.

The Man Who Hated Water!
"There are certain phobias that harass mankind!"
Storyline
Johnny Quick tries to bring two men together, one who hates water, and one who can't stand being without it. Many years earlier, Otis Baybridge and Jim Logan were stranded in the desert, when Baybridge refused to give Logan any water. All this time he thought he had left Logan to die, but Johnny locates him, now a raving madman who won't leave his pool of water. Johnny re-enacts the old scene, which snaps Logan back to reality.
