Art credits for Burnley and Paris added by Craig Delich, confirmed by both. Notes from Craig Delich: I showed this cover to Sprang at our Kansas City comic show and he immediately told me that it was NOT his work in spite of it being on his personal list of covers (of which I had to correct information on that list that was wrong). It is clearly Burnley and Paris and was on the list Burnley provided, though with a question mark after pencils.

While visiting the local library, Bruce and Dick witness an attempt to kill a police inspector who, years before, had brought a criminal to justice that escaped and swore revenge on him.
