During a training session, NoMan is attacked by a robot horde only to be taken down by a mysterious foe hiding on the moon. Only NoMan survives the attack by transferring his mind into another android. This same foe also destroys an American space shuttle and a missile build-up demonstration in Russia's Red Square.

Storyline

Weed and Dynamite help stop the pesticides from entering the US, then they regroup with Raven, NoMan, Lightning and the Chief when they all compare notes. They realize that someone is trying to start a World War between the United States and the Soviet Union.
