Bruce and Dick go undercover to get the goods on a loan shark who gladly makes loans to people down and out on their luck. But the loans have huge interest rates attached to them, and if the borrower refuses to pay those rates, they are eliminated.
Layout pencils identified by Craig Delich. Letters verified by Dick Sprang. Story prepared earlier (circa 1941) and held in inventory in case Bob Kane got drafted.
