The Johnny Thunder of Earth-One takes control of the Earth-Two counterpart's Thunderbolt after the Johnny of Earth-Two accidentally asks T-Bolt to transport him to Earth-One to meet his counterpart. The Earth-One Johnny then goes back in time to prevent the JLAers from existing when they stop T-Bolt from committing crimes for him. After being defeated by the JSA later on, he has the Thunderbolt go back in time again to create a Lawless League (based on the JLA's origins) from his criminal associates to confront the JSA on Earth-One.
Story is told across 24 pages in three chapters of 7.67 pages, 7.67 pages, and 7.67 pages. Story continues in the next issue.
