Cover appears to have been copied from a John Byrne drawing which appeared in the 1979 Marvel Comics Calendar, as character positions, clothes, and most other details are almost identical to the Byrne drawing. Byrne states he was not aware at the time that his drawing had been copied for this cover. Fred Snyder points out changes in the Man-Beast figure and that details in the Capitol building have been redrawn. Both are reinterpretations of the cover from The Incredible Hulk (Marvel, 1968 series) #176.

Storyline

Thanks to the Inhumans, Hulk finds himself on Counter-Earth where he is promptly beaten and gassed by the Man-Beast's New-Men. The Recorder finds the stasis chamber containing Adam Warlock and wakes him up. Meanwhile, back on regular Earth, Glenn Talbot escapes from his Soviet captors--or does he?
