Isolationist planet Throon builds a citadel to keep others away and uses a ray to disable all passing spaceships. The first Legion team selected to take out the ray meets their defeat.
The next two teams of Legionnaires also fail, but the Subs are able to put an end to the menace of Throon.
Dev-Em arrives at Legion headquarters as a member of the Inter-Stellar Counter-Intelligence Corps on a mission to nab the elusive leader of the Cosmic Spy Legion, Morlock the Merciless, but loses the assignment to Superboy.
Superboy successfully completes Dev-Em's mission, with Proty II's help.
The Legionnaires submit to tests of their ability to keep secret their greatest weapon from Commissioner Wilson.
Bouncing Boy loses his power and joins the Legion Reserves.
Lightning Lad purposely fails his test to expose Commissioner Wilson as the Time Trapper.
Lois Lane is having the luckiest day of her life, with a little help from a few Legionnaires.
With the Legion away trying to capture the Time Trapper, the Super-Pets are left in charge. They assign Proty II tests to prove he can join their ranks.
Proty II passes his final tests and is admitted into the Legion of Super-Pets.
Proty II comes up with a contest to determine the next Legion leader.
Saturn Girl solves Proty's puzzle and remains Legion leader.
