Story Featuring Captain America

In the early days of World War II, the Sub-Mariner is not clear who his enemy is. He kidnaps the President, but Cap and Bucky persuade him that the Nazis are his real enemies.
This story takes place in early 1941, before Giant-Size Invaders (Marvel, 1975 series) #1. The only issue in this run of Captain America not written by Mark Gruenwald.
