The Worry Wart, who once visited Jay Garrick to get a super-elixir to cure his worrying, now returns to Jay for another batch of the fluid. Unfortunately, this batch of fluid causes him to radiate happiness to the point that it literally drives Keystone City and the Flash insane with laughter!

With the chief of the underworld dead, a contest develops between two gang members to see who will take over the mob. One of them dares the other to kill him within a specific time period, then attempts to get arrested so he will be safe in jail!
