Storyline

The Worry Wart, who once visited Jay Garrick to get a super-elixir to cure his worrying, now returns to Jay for another batch of the fluid. Unfortunately, this batch of fluid causes him to radiate happiness to the point that it literally drives Keystone City and the Flash insane with laughter!
