Joe Desris credits pencils on this cover to Sheldon Moldoff, however, art appears to be Swan to a number of others including noted art identifier Craig Delich.
When Batman doesn't allow Robin to come with him on a case, he's hurt, but more so when he accidentally discovers a photo of the Caped Crusader with a younger version of himself, taken years before there was a Robin, and that person, now a grown man, has returned to Gotham City.

An unnamed criminal escapes from Mars and lands on Earth. He offers Jones his Guard Belt which can transport him back to Mars, but Jones refuses because the criminal would escape.
Writer credit by Bob Hughes. Jones uses telescopic Martian eyesight and super-hearing. The Martian villain uses super-strength.
