Story Featuring The Flash
The Rogues believe that the Flash has caused Pied Piper's nervous breakdown and they create Big Sir to get their revenge.
This is the first appearance of Big Sir who is also in #339-341. This issue mentions "The Monitor" and his assistant "Lyla" - but they do not appear - making it a very early Crisis on Infinite Earths tie-in.
