Storyline: Mr. Morris tells Billy that the theft of the fabulous Elban Crown Jewels could lead to war between the nation of Elba and the U.S. unless the jewels are recovered. Billy discovers an evil scientist that is shrinking innocent men to minute proportions and flying them in model planes to various areas to commit crimes.
